Advisory support for the climate-neutral and smart cities mission

Cities face critical challenges such as climate change and digitalisation, which demand innovative solutionsTransitioning to climate neutrality is crucial for cities to mitigate the impacts of global warming, enhance urban resilience, and ensure sustainable development, helping Europe to become climate-neutral by 2050.

How can EIB Advisory help?

EIB Advisory is offering tailored support to EU Missions labelled cities within the framework of the Cities Mission initiative. EIB experts will provide advisory services and knowledge transfer to cities as they prepare for their climate-neutral and smart transition.

This programme builds on and harnesses the longstanding expertise of EIB experts from the InvestEU Advisory Hub (IEUAH), European Local Energy Assistance (ELENA) and the Joint Assistance to Support Projects in European Regions (JASPERS). The programme will also establish cooperation with the Climate City Capital Hub, currently being launched by the European Commission to support the Mission cities.

The EIB offers free advisory support for public sector, in accordance with the rules of the different initiatives (IEUAH, ELENA and JASPERS).

The EIB has approved a lending envelope to support the Action and Investment Plans with priority for investments with sustainable urban renewal and regeneration, sustainable mobility and energy efficiency.

Torino to host Europe’s most ambitious cities for major climate neutrality conference in 2026

The city of Torino in northern Italy has been announced as the next host of the EU Cities Mission conference on 28-29 May 2026. 

The programme is expected, however, to begin on 27 May with sessions outside of the main conference venue. More information will follow soon and we recommend that attendees await this before making travel plans.

EIB advises six Spanish cities on promoting e-mobility and moving towards climate neutrality

15 April 2026

  • Barcelona, Madrid, Seville, Valencia, Valladolid and Zaragoza have signed a technical assistance agreement with the EIB under the Climate-Neutral and Smart Cities Mission.
  • This assistance will help in the rollout of electric charging infrastructure for cars, vans and light goods vehicles.
  • This agreement will enable these cities to share best practices and public-private partnership strategies to speed up investment

If you think your Cities Mission projects would benefit from EIB support, then contact us by sending an email to EUCNCMission@eib.org.

When contacting us, please tell us more about your project. If possible, please indicate the specific aspects you aim to address with your project and what type of advisory support you think can help you on the road to implementation.  Requests will be prioritised according to their alignment to the Mission objectives, their link to investment, and availability of resources.
