Cities face critical challenges such as climate change and digitalisation, which demand innovative solutions. Transitioning to climate neutrality is crucial for cities to mitigate the impacts of global warming, enhance urban resilience, and ensure sustainable development, helping Europe to become climate-neutral by 2050.
How can EIB Advisory help?
EIB Advisory is offering tailored support to EU Missions labelled cities within the framework of the Cities Mission initiative. EIB experts will provide advisory services and knowledge transfer to cities as they prepare for their climate-neutral and smart transition.
This programme builds on and harnesses the longstanding expertise of EIB experts from the InvestEU Advisory Hub (IEUAH), European Local Energy Assistance (ELENA) and the Joint Assistance to Support Projects in European Regions (JASPERS). The programme will also establish cooperation with the Climate City Capital Hub, currently being launched by the European Commission to support the Mission cities.
The EIB offers free advisory support for public sector, in accordance with the rules of the different initiatives (IEUAH, ELENA and JASPERS).

Advice may be provided to cities themselves, municipal companies, or other entities planning investment in climate-neutrality, in cities meeting the following criteria:
- Comply with the aims of the Mission as set by the European Commission
- Obtain the EU Cities Mission Label
- Ensure investments are aligned with climate neutral cities investment plans

If possible, please indicate the specific aspects you aim to address with your project and what type of advisory support you think can help you on the road to implementation. Requests will be prioritised according to their alignment to the Mission objectives, their link to investment, and availability of resources.
