What is InvestEU?
The InvestEU Programme builds on the successful model of the Investment Plan for Europe, the Juncker Plan, that mobilised more than EUR 500 billion in the period 2015-2020 and included advisory support through the European Investment Advisory Hub (EIAH). With the aim of triggering a new wave – more than EUR 372 billion - of investments using an EU budget guarantee, the InvestEU Programme aims to give an additional boost to investment, innovation and job creation in Europe over the period 2021-2027.

What is the InvestEU Advisory Hub?
Building on the success of the EIAH, the European Investment Advisory Hub, the InvestEU Advisory Hub acts as the single entry point for project promoters and intermediaries seeking advisory support, capacity building, and technical assistance related to centrally managed EU investment funds.
The InvestEU Advisory Hub is designed to consolidate the access to 13 existing, centrally managed advisory services by acting as a single entry point for all types of advisory requests. The InvestEU Advisory Hub will not only continue these existing schemes, but build on them and improve them to meet the needs of project promoters and help them turn promising concepts into successful projects.
What does the InvestEU Advisory Hub offer?
Advisory initiatives will be set up under each of the four InvestEU policy windows as well as under a cross-sectoral component for horizontal advisory support services.
The InvestEU Advisory Hub will:
- Support the identification, preparation, development, structuring, procurement and implementation of investment projects
- Enhance the capacity of promoters and financial intermediaries to implement financing and investment operations
- Support awareness raising and market development activities for investment areas experiencing a market failure
Together with the InvestEU Portal –the EU’s online matchmaking tool– the InvestEU Advisory Hub aims to strengthen Europe’s investment and business environment.
The support of the InvestEU Advisory Hub does not require its beneficiaries to apply for financing through the InvestEU Fund, nor does it entitle them to receive such financing support, although some advisory initiatives will support and be linked to specific InvestEU financial products. Applications for financing under the InvestEU Fund will need to be submitted separately and assessed in accordance with the respective eligibility criteria.
How will the InvestEU Advisory Hub work?
Managed by the European Commission (EC) and financed by the EU budget, the Hub connects project promoters and intermediaries with advisory partners, to enable them to work together to help projects reach the financing stage.
Under InvestEU, the European Investment Bank Group (EIBG) will act as the main advisory partner to the European Commission by delivering advisory services to promoters as well as providing strategic support to the European Commission to develop and reinforce advisory initiatives.
Who can apply for advisory support?
The InvestEU Advisory Hub will provide advisory support services to:
- Private project promoters
- Public promoters (including Member States central and local authorities) and
- Financial and other intermediaries implementing financing and investment operations for the benefit of entities that face difficulties in obtaining access to finance.
