The Ministry of Enterprises and Made in Italy (MIMIT) is the national authority responsible for industrial policy, innovation, and business development. It designs and funds a wide range of incentive schemes to support SMEs and startups, particularly in manufacturing, digitalisation and strategic sectors.
Key programmes include:
- Nuova Sabatini: subsidises interest on loans for purchasing machinery, equipment and digital technologies to modernise production.
- Fondo di Garanzia per le PMI: provides public guarantees (up to 80%) on bank loans to SMEs and startups, easing access to credit without requiring collateral.
- Technology Transfer Fund: supports the commercialisation of research through investments in deep-tech startups and tech transfer initiatives.
- Development Contracts: co-finances large-scale industrial and R&D projects (minimum €20 million) in strategic sectors, often in partnership with Invitalia.
- Incentives for the Circular Economy and Industrial Transition: offers grants and soft loans for projects that promote sustainability, energy efficiency and green innovation.
These instruments are often implemented in collaboration with national agencies such as Invitalia, Mediocredito Centrale and CDP Venture Capital.
